Add the possibility in the PT checkGenericFileContent to add content rather fully enforce

Description
The PT allows for full enforcement of the file, which is great.
We would like to be able to also add content to a file
- Status changed from In progress to Pending technical review
- % Done changed from 0 to 100
We can now decide to set the whole content or just part of the file.
Note, the preserve_block is set only for the whole content, otherwise convergence wouldn't be assured
