We used to have a draft for one technique, this used to restore the user to the last technique he was looking when accessing the technique editor and we kep changes the user made within it.

But this was quite confusing when you accessed the page. and it was quite broken, also you were not able to store more than one draft at a time

With changes to technique editor url system in #19985 we added a way to link directly to your technique.

So we decided to offer a way to manage drafts more correctly. Drafts are still saved in the localstorage of the browser but now They have their complete hierarchy for themselves so it will be easier to understand that we have a draft. Also this will allow to keep changes made on a technique and switch technique at the same time.
