The Rudder language should be able to export medata in the resulting json

Currently, the technique editor does not support the metadata, but the Rudder language uses them a lot.
It seems to be the favored mean to tag shunk of technique like states or resources.
But, I was unable to export them to a third party tool/language since the current json output always remove all the metadata since the technique editor does not support them.
I spend time writing a lot of metadata in my rl techniques, I hope to be able to use them in 3rd party tools in the near future.
Ideally, a json describing each state/resource/item could be a good start. This format does not need to be "technique editor compatible".
