Update packaging for change from /var/rudder/policy-templates to /var/rudder/configuration-repository/policy-templates

Description

Following #2006, we need to update the packaging to:
  1. Create and populate this directory on first install
  2. Smoothly migrate existing installations

We will do this in the rudder-webapp package, since this is the one that actually needs this hierarchy. Currently, /var/rudder/policy-templates is initialized by rudder-policy-templates package, so this will be changed.
