In the same way that we have a button to import archived configuration rules back into Rudder, we want to be able to import the user policy template library.

Take care to be careful with
- user policy library consistence
- system categories, user policy templates and policy instances consistency
- good directories/files layout
- matching between policy templates and policy instances's templates
- etc

These requests behave as expected. I've expressed a need to improve the ergnonmy of the Administration > Archives screen in #2268
