Description
Scheduling campaigns on Montly basis at the end or beginning of the month can be broken
The problem is that we compare the month value in a year, and that 12 is higher than 1 and a date in december is then valid when we look for a look for a date in January (and it should be next month), same when you look for a Date in late december, it could take a date in january as valid for a campaign to run in late December
