Remove the techniques tool tips in the directive tree

Description
Those are often bugged and display the "description" of the technique, which is directly readable when clicking on the technique to create a directive.
I feel like we spent a lot of time fixing its display while the information is redundant and not needed.

Rejecting as the related bugs are finally fixed. And we will most likely revamp the technique tree one day, so no need to make the tool tip fancy
