The current tabs are confusing as a new user has no way to know that "Nodes" are not a target of a rule and only there to show compliance.
We should instead re-use the nested tabs introduced in the directives pages.
The "nodes" and "directives" compliance should be regrouped in a "Compliance" tab.
The "nodes" and "groups" should be placed right after the "Information" tab and always show their content, ready to be edited.
This will also remove the confusing buttons in the rules tabs.
