When a CR with several PI has one PI disabled, its deployment status is "Not applied", which is misleading

Description

On a CR with multiple PIs, I disabled a PI, and the CR is shown as "Not Applied" (but with the correct tooltip), so it led me to believe it was completement not applied, which is not

It should be more explicitely written
