On first application start, root directive category is not exported in XML, causing bug in next import

Description

When we start Rudder from a clean installation, it copies Techniques in Active Technique Library, and for each copied, it saves it.

But as we don't copy the root category with that scheme (it exists in Rudder bootstrap information), it is not saved, and leads to import error: no root category means "your library is broken".
