Description
Similar to #1363, this user story is to be able to:
- Select several groups to apply a Directive to (in the Rule Management screen)
- Effectively store several groups for each Rule
- Generate the promises accordingly
- Interpret reports accordingly

As discussed recently, that ticket need modifying rather deep business code, and so seems too risky for 2.5 target.
Rescheduling it to 2.6.
