Apply a Rule to multiple Groups

Description
Similar to #1363, this user story is to be able to:
- Select several groups to apply a Directive to (in the Rule Management screen)
- Effectively store several groups for each Rule
- Generate the promises accordingly
- Interpret reports accordingly
- Status changed from New to In progress
- Description updated (diff)
- Status changed from In progress to Discussion
- Target version changed from 47 to 48
As discussed recently, that ticket need modifying rather deep business code, and so seems too risky for 2.5 target.
Rescheduling it to 2.6.
- Status changed from Discussion to Pending technical review
- % Done changed from 0 to 100
- Target version changed from 48 to 24
- Target version changed from 24 to 2.4.0~beta3
- Status changed from Pending technical review to 10
That seems OK from a ciding point of view, but I don't know if the consequence (reporting especially) are all ok.
