Make fold-out menu css accessible everywhere in Rudder

Description
In the techniques editor, there is a collapsible menu (which contains methods). We want to reuse this type of menu in the security benchmarking plugin, and potentially in other interfaces in the future.
We therefore need to make the css code for this menu globally accessible in Rudder, and update a few color codes
