Only consider errors in compliance in system techniques status indicator

Description
When we create system technique (new campaign update, benchmark, etc), until the first report is received, it stays in "applying" status.
The problem is that the compliance is hence not 100%, and it triggers the warning in the nodes list, while everything is normal.
We should instead check for errors only.
