Description

The technique Enforce File Content only allows to strictly or loosely enforce content, all the time
But it doesn't allow to Enforce strictly the content only at creation, and once it's created let it live its life

We should add an option to the Technique (checkbox) that says something like "Only create and edit this file if it doesn't already exist"
