Description
Using Technique "Manage file and folder" v1.1 for deleting files, it seems that no reporting is made by CFEngine.
I'm using Rudder 2.5.0, I don't know if this bug is present on other versions (especially 2.3)

Clarifying title.
This bug concerns the reporting about the creation component (Component Name is "File") when deleting. We should report that no creation should be made when deleting a file in order to not having a "No Answer" state.
The PR has been updated. Is it OK, now ?
