Architecture #3627: Backport rudder_stdlib.st from branches 2.5 to branches 2.3
Add rudder_stdlib.st in the list of inputs in order to be able to use its bodies, and add rudder_stdlib.st in the initial promises

Description
The #3628 added the file rudder_stdlib.st but the inputs list doesn't contain it. It have to be added to use the bodies defined in it.
This should be applied in the initial promises too.
