During the first installation of rudder-agent, chmod is made on nonexistent ppkeys of CFEngine

Description
On a RHEL node, when installing Rudder:
Making sure that the permissions on the CFEngine key directory are correct...
chmod: cannot access `/var/rudder/cfengine-community/ppkeys/*': No such file or directory
Some more details:
[root@winzap041 ~]# cat /etc/redhat-release
Red Hat Enterprise Linux Server release 5.9 (Tikanga)
[root@winzap041 ~]# rpm -qa | grep rudd
rudder-agent-2.6.1.release-1.EL.5
The rudder-agent does actually work fine after installation.

I can confirm this bug. It has no impact on the operating but I will make a Pull Request as soon as possible
