As of version 2.4 (!), rudder-doc chapter 9 has some broken and missing headers. Some were fixed in #3943, but there are some left.
Asciidoc helpfully outputs a warning when this happens:
asciidoc: WARNING: 10_concepts.txt: line 3: section title out of sequence: expected level 2, got level 3
