Cannot remove rudder-agent package if CFEngine processes are not running

Description
Because of "set e", we need to test if cf* processes are running before killing them, otherwise
postrm fails and we cannot uninstall the package.

Thank you Cédric for this bugfix. it seems good for me. Except that the PR should be made for the .spec file too and on branch 2.4.
Can you do the same for the spec file and rebase your PR to branch 2.4 please ?
