rudder-agent package preinst on RPM fail if /var/backup/rudder does not exist

Description
Since #3995 and #3997 A backup of rudder-agent files is made into the rudder-agent preinst stage. But will fail if /var/backup/rudder does not exist. a "mkdir" is missing

This bug has been fixed in Rudder 2.4.10 but was not publicly annouced as it unfortunately did not meet our quality and assurance requirements. It has also been fixed in Rudder 2.4.11, which was released today.
