Prevent slapd doing multiple stop/restart on ldap-inventory upgrade

Description

slapd may be restarted multiple time during upgrade of rudder-inventory-ldap (indexes have changed, ...)

in postinst there is multple blocks that do

/sbin/service slapd stop

doing things

/sbin/service slapd start

and even one more restart is done at the end (if #4132 is accepted)

leading to multiple restart of slapd

Only one restart could be done instead.

I have a question though: this may be used to determine which upgrade fail?

If not, I don't see why multiple restarting is useful

I suggest to remove the start part from quoted blocks above and having a restart at the end of the postinstallation part

This seems to have been done since there is only one stop and one start in the postinst now.
