So all your nodes a running the policies and there is no problem when they update their promises? (running /var/rudder/cfengine-community/bin/cf-agent -KI)

Do you have any logs for those nodes in the tab technical logs in the node details ?

If there is some: the problem might be a time issue: we are looking for reports 15 minutes before date on the server, but reports have a timestamp with a date from the node. so if there is delay between them you won't get reporting in Rudder

If there is not, it might be syslog issue, reports are not sent back to the server, maybe a firwall blocking them

The main thing is to look at the technical logs, if the table is not empty then reports are correctly received, I added a picture as linked to this issue

I have check the time of the nodes which have the state 'no answer'.
Indeed, it was the time which created problems.
