OpenSSH Technique should enable/disable feature based on installed OpenSSH version, not based on OS version

Description

We are disabling parameters management in OpenSSH techniques based on Distribution/Version
But is someone install another version of OpenSSH server manually, that is not the one from the distrib, it won't be properly managed.

We should improve this behaviour by detecting the version of openssh used
