Description

In a technique, when the metadata.xml contains a <REPORTKEYS> element, the corresponding directive form is empty.
But it is possible to have a <REPORTKEYS> and some parameters.

So the code should detect the absence of other elements to consider the form empty and not just the existence of reportkeys.
