Display an appropriate message and compliance in case no data is usable yet on the dashboard

Description

Currently, when no compliance data is computable yet (fresh install or cache recently cleared), the Rudder dashboard will display somewhat of a strange vu-meter, with bogus compliance (0 %).

Actually, in this specific case, we can't really compute something as we have no data to work on.

It might be a better idea to display something like "No data available yet" or "Waiting for initial data" instead :)
