Add detect_os to rudder-agent's package source

Description
Detect_os.sh is used by perl-prepate (and only it).
However it is not in the repo, it is put magically from the builder.
We should put it there directly for a better manageability
detect_os is already there, just put the right path to perl-prepare.sh instead so that it can use it directly
OK we cannot do that since the relative path is not the same on the builder and on the repo (wtf?)
Hence those errors during the build:
Can't open SOURCES/rudder-sources/rudder-packages/detect_os.sh
- Status changed from New to In progress
- Assignee set to Benoît PECCATTE
- Status changed from In progress to Pending technical review
