Add support to cfengine bootstrap in server

Description
Fill the masterfiles directory with the server's initial promises.
- This makes cf-agent --bootstrap work on the agent
- This allows a future removal of initial promises from the agent which will make it more stable
- This makes an upgrade of initial promises easy (just upgrade the server)
- This allows a future generation of initial promises using site wide parameters
