File copy from remote source may fail if sys.policyhub is not defined

Description
When using copy file from remote source, it tries to use sys.policyhub variable to know where it neetds to get the.
That variable is defined only if policyserver.dat file is defined, if for some reason the variable is not defined this will break the policy ...
I still need to look into it to know if the method fails or not but it happend that it broke my services ( see #7901 for mor edetails)
