Is it possible to also change https://github.com/Normation/rudder-plugin-external-node-information/blob/master/LICENSE to GPLv3 from AGPL, like the rest of the Rudder-World was?

Yes of course. This has simply been forgotten.
François is on holiday at the moment, but Alexis is the master of license changing here :)

Ah, actually it has been changed, but only on the 2.11 branch (see https://github.com/Normation/rudder-plugin-external-node-information/blob/branches/rudder/2.11/LICENSE).
What is missing here is the automatic merge script from 2.11 to upper branches. We will do that manually and fix the script.
