Generate a custom index page for the manual

Description
Generate an index page containing:
- General information about the release (status, release date and end-of-life, etc)
- Relevant links (changelog, etc.)
- Internal links to important sections
- Status changed from New to In progress
- Status changed from In progress to Pending technical review
- Assignee changed from Alexis Mousset to Jonathan CLARKE
- Pull Request set to https://github.com/Normation/rudder-doc/pull/199
- Has duplicate Bug #7982: Add a link to contribute/report issues in the manual added
- Target version changed from 2.11.23 to 2.11.24
- Status changed from Pending technical review to Pending release
- % Done changed from 0 to 100
- Status changed from Pending release to Released
This bug has been fixed in Rudder 2.11.24, 3.1.13 and 3.2.6 which were released today.
