Remove the "disabled rule" notice

Description
We should remove the "disabled rule" alert which appears in the Rule settings form since it is irrelevant (we already have this info in the Rules' table).

This bug has been fixed in Rudder 4.0.3 and 4.1.0~beta3 which were released today.
