Log an error when Rest API fails

Description
When an errors occurs wih the rest API we should always log an error message or else it may be lost (ie eaten by apache #7134, #8634)
That should be handled when building the error response

This bug has been fixed in Rudder 3.1.19, 4.0.4 and 4.1.1 which were released today.
