Add an option to rerun the tests from a given testId based on execution order.

Rules and directives must be removed manually between each run. When the option is
on, reset scenario and inits will be skipped, then setup check will be executed before skipping
some user's technique test until the given Id.

Ps: Also add spec/tests/technique_run_agent.rb to save run agent output in a file on the agent.
Can be useful when you need to do a test with reports parsing.
