service enable wrong parameters

Description
It seems that in service_check_started_at_boot a wrong parameter is given:
-got default instead of enable
- Target version set to 1.1
- Category set to Generic methods - Service Management
- Status changed from New to In progress
- Status changed from In progress to Pending technical review
- Assignee changed from Alexis Mousset to Benoît PECCATTE
- Pull Request set to https://github.com/Normation/ncf/pull/623
- Status changed from Pending technical review to Pending release
