ncf techniques are reporting on the wrong technique name.

Currently using the technique "Human" name instead of the technique "ID" name

We should change to using the correct value.

We will also move this technique name to the bundle adding directive id and rule id instead of being set in the bundle setting value for component name and value

we will also change the name of the bundle to set reporting to be more coherent

Those two changes will make it easier to move the context to methods and keep specific technique values closer to the technique bundle call
