Description
We have many packages compared to the limited number of setup we can have.
So we could for example put rudder-webapp, rudder-jetty, ncf, ncf-api-venv, system technique into a single package.
This would simplify packaging and reduce size and complexity of postinst / preinst ... script (needed for their coordination).
This could also fix most of our transient policy error after upgrades, with a ~atomic upgrade of ncf+(system) techniques.

rudder-jetty is a dependency of rudder-inventory-endpoint which can be installed independently so let's not merge it
