Change all serverspec ncf tests in testinfra ones

Description
Since we struggle to automate the serverspec installation on most of our supported OS, we will migrate to testinfra instead.
Writtent in python, it should be way easier to automate the install process.
Syntax is pretty much the same
- Status changed from New to In progress
- Assignee set to Félix DALLIDET
- Status changed from In progress to Pending technical review
- Assignee changed from Félix DALLIDET to Benoît PECCATTE
- Pull Request set to https://github.com/Normation/ncf/pull/969
- Status changed from Pending technical review to Pending release
