Description

Create two system variables:
REPORTING_PROTOCOL which can contain HTTPS or SYSLOG for the reporting protocol of the node
SYSLOG_PROTOCOL_DISABLED, when we disable completly syslog for the reporting on all nodes, which can be true or false
