Replace cfengine bootstrap by rudder bootstrap

Description
cfengine bootstrap assumes that bootstraping is a complete process and hardcodes things like checking cf-execd and cf-promises call.
Our bootstrap phase is more lightweight and should not check that so we will use our ouwn bootstrap process.
