In parent ticket, we changed the permissions by the webapp, which is cumbersome (the code is hideous), and force developpers to be part of the rudder group
we should have an option --check-permission that would
chgrp rudder /var/rudder/lib/ssl/allnodescerts.pem
this cannot be the default, as this script is also run as user rudder
