When HTTPS reporting is selected, rsyslog is still active and so reports are duplicated on the server

Description
We should modify rudder rsyslog config if https is activated on rudder server, and and disable totally all rudder config if the protocol is disabled (SYSLOG_PROTOCOL_DISABLED)

plus, we have an extra ${check_log_system.rsyslog_rule_prefix} in the rsyslog template
