Add a cleanup job for old reports that have not been sent

Description
To avoid filling disks with reports (even if they are very small once gzipped, the agent can run on vary small boxes!), we need a task (probably in the system techniques to make it configurable) to purge very old reports.
Default could be several hours or days.
