Description

If we try to add an user from the UI we get : "could not add user <- missing scheme"

For some reasons, the URI of the user configuration file (in /opt/rudder/etc/rudder-users.xml) is not containing the scheme file://
However in the development environment, the URI of the default user configuration file (demo-rudder-user.xml) contains the scheme.
