rudder agent health does not work on agent bootstrap nor on server before first run

Description

In the agent health script we check for the file /var/rudder/cfengine-community/outputs/previous but it does not exist before the first run and when the bootstrap policies are still there.
We should only check for errors in it if the file exists.
