rl variables throw error if variable names are the same

Description
Variables are globally defined on the cfengine side.
RL needs to deal with this, but the consequences must be handled internally by RL and not weigh on the user
What it implies:
2+ variables having the same name is an error. 2 variables have the same name if they share the same prefix + name.
