Description
Since #17414, An empty field is displayed as category for all already created techniques in technique editor.
This may cause #17494
Also technique category is not displayed when reloading page too (and may be changed using this) because it is not stored in local storage and restored to an empty value
Also when creating a technique, user_techniues is not selected but the first category instead (Application mangement)
