Openscap plugin does not work on root server

Description
The plugin is unable to fully work when applied to the root server.
The GM used to push the report to the Rudder server is not designed to be used on the server itself.
We should either:
-adapt the method haredfile_to_node to be able to work even on the root server
-modify the technique to make a special case when dealing with the policy server

shared_file_to_node should work on rudder server (it could at worse handle itself that it is sharing to itself)

i cannot reproduce the issue on debian like system
