Description
when we click on a policy instance, for now we are immediately in edit mode (validated once the save button is pressed)
i fear some errors happening during a review of PI : "i just wanted to verify the setting of our production servers, and i misclicked on save"
IMHO, when we arrive on this screen, we should be in view / read only mode.
Maybe the presentation of all the configuration could be aggregated / simplified in view mode.
To edit settings on an existing PI, from this read only view, we should then enter in edit mode, with accurate warning about the danger of editing a PI, when the PI is already used by a Configuration Rule.

<themroc> et il faut cliquer sur un bouton "edit the PI" (assorti des warnings appropriés) avant de pouvoir changer des trucs

Rejecting since there is no view mode in directives.
