New agent run fails to connect to a relay which is not yet fully configured

Description

When testing the 6.1~rc4, I installed manually a relay, then an agent under this relay.
The first run of my agent ended up with the following:

R: Initial policies have been successfully downloaded from the policy server
error    Rudder agent was interrupted during execution by a fatal error

Re-running a run on the agent fixed the issue.
I suppose it was because the relay was not yet fully configured by its agent, and a run occurred in between.
